Olivarez v. Rebel Oil Co., Nev., Clark County Dist. Ct., No. 01-A-430209, Jan. 10, 2003.The victims survivors sued the trucking company for their wrongful deaths. Plaintiffs alleged negligent hiring and retention of the driver, who had incurred several traffic citations and criminal charges during the three years preceding Uie incident. Suit also alleged vicarious liability for the actions of the driver, who allegedly was distracted and should have been on medication for his attention deficit disorder.Defendant argued that decedents had died in the first collision. Defendants also contended that due to darkness on the highway, the driver was unable to see the disabled vehicle until it was too late to avoid the collision.
ALTHOUGH THERE are, of course, many levels of disability, the statistics are staggering. There are over 8.3 million disabled people in Britain - almost 15 per cent of the population. About 6.5 million disabled people are of working age - a fifth of the working population. More than half the population over 75 has some kind of disability, and one in four households has a disabled resident. There are 2.3 million blue badge holders, indicating that they have a serious mobility problem. Vehicles for disabled drivers and those with disabled access account for six per cent of the UK car market. There is a national scheme aimed at this sector called Motability. To be eligible for the Motability schemes you must receive either the higher-rate mobility component of the Disability Living Allowance, or War Pensioners Mobility Supplement. An application for a car can also be made on behalf of a child aged three or older who is entitled to the mobility allowance. If you receive an allowance, even if you dont drive you can apply for a car and propose two other drivers. There are two motoring schemes: a new car on a three-year contract-hire lease or a new or used car on hire purchase over two to five years.

Teachers who take hard-to-fill jobs in poor rural schools or in- demand subject areas may be eligible for money to pay back their student loans under a state program. Last year, the program paid $39,420 to two dozen teachers in the Pikes Peak region. Called Loan Incentive for Teachers, or LIFT, it is managed by CollegeInvest, a nonprofit and independently funded division of the Colorado Department of Higher Education. Teachers can earn as much as $2,000 a year for four years in student-loan payments for teaching math, science, special education or linguistically diverse education.
(Editors Note: Banks and other financial institutions appear to be getting a bum rap from the public over the difficulty in getting loans for business expansion. This is the first in a series of quarterly articles intended to give the point of view of lenders. There is money to lend, but tougher banking regulations are posing problems for lenders as well as those seeking loans.)Banks apparently have more money to lend than William Enloe can ever remember.”Were in one of the most liquid positions weve been in,” says Enloe, president of Los Alamos National Bank and this years president of the New Mexico Bankers Association.

IFAC RELEASES GUIDING PRINCIPLES FOR INTERNATIONAL EDUCATION STATEMENTS The Committee developed the Guiding Principles following the decision in 2001 to develop and issue International Education Standards for Professional Accountants. The Guiding Principles establishes a framework to underpin the statements issued by the committee, including standards, guidelines and papers. It also sets out the objectives and operating procedures of the Education Committee and explains the nature, scope and authority of the committees statements. This includes: * Prescribing good practice (i.e., establishing statements of standards for IFAC member bodies to aim at and be measured against);
IFAC REQUESTS COMMENTS ON INTERNATIONAL EDUCATION STANDARDS FOR PROFESSIONAL ACCOUNTANTS The overall goal of the proposed standards is to produce competent professional accountants. “The global profession is moving steadily towards a common base of standards in accounting, auditing, public sector accounting, and ethics, and is `raising the bar in the quality and consistent application of procedures around the world. The acceptance of the need to harmonise technical and practice standards globally has never been more pronounced,” states Warren Allen, chairman of IFACs Education Committee. “However, the global profession will not properly achieve this higher application of standards without a set of robust and codified education standards. Education must be the starting point. Without robustness in education, the achievement of higher compliance with technical and practice standards will flounder.” For this reason, IFACs Education Committee has worked aggressively on the development of the following exposure drafts: Introduction to International Education Standards for Professional Accountants provides background information about the purpose, scope and development of the International Education Standards for Professional Accountants.

Editors note: This article is adapted from Menke and Bobbins Integrative Chiropractic, scheduled for release in 2007 by Elsevier Health Sciences. “The medicalization of early diagnosis not only hampers and discourages preventative health care, but it also trains the patient-to-be to function in the meantime as an acolyte to his doctor. He learns to depend on the physician in sickness and in health. He turns into a lifelong patient.” “Medicalizing” is forcing conditions into familiar diagnostic categories for medical management.1 Every complaint has an antidote, whether it needs one or not. ; Treating natural consequences of living as diseases that must be vanquished, leads to too much treatment and too much dependence on the authoritative “professional.” We tend to grant most, if not all of our decision-making authority to an expert in highly complex technologies. In the case of medicine, this often complicates the commonplace condition and prolongs selflimiting ones. Today, diseases and drugs are way oversold.

This hike has everything - mountain vistas, meadows painted with wildflowers, a rock canopy that will forever be called “the cave,” marshes, aspen groves, funny-shaped rocks, and a shallow stream that screams, “Step into me! I dare you!” Theres so much here that it might take your family a while to go the two miles, but its always worth the time. To get there: Take U.S. Highway 24 west to Divide; turn left on Colorado Highway 67; go about five miles and watch for Crags Campground sign. Turn left and follow dirt road to trailhead parking.

THE GOVERNMENTS youth crime tsar has called for the scrapping of defence lawyers for child offenders amid fears that coaching by solicitors is leading young people to become career criminals. Lord Warner, the chairman of the Youth Justice Board, said lawyers were treating offenders as young as 10 as if they were adult clients, advising them to plead not guilty despite evidence to the contrary, and coaching them not to comment in interviews. Yesterday, David Blunkett admitted there was an “almost exponential” increase in 11 to 15-year-olds getting involved in street robbery and mobile telephone thefts.

North Carolina has become one of the hottest real estate markets in the nation for a variety of reasons, says Ray Whitmer, CEO, who himself lives in Waynesville, North Carolina. The incredible natural beauty of North Carolina, the high quality of life, and fairly affordable real estate has made this state very popular with retiring baby boomers and the tens of thousands of coastal residents fleeing excessive insurance rates and high property taxes. We expect North Carolina FSBO Channels[TM] to become one of our most active sites, he added. There is no question that the current real estate market is a buyers market, and the buyers are shopping the internet for real estate like never before according to FSBO Channels[TM] research. Internet savvy buyers are most interested in finding For Sale by Owner listings for the mere fact that they are likely to make a better deal when there is no real estate agent involved, said Whitmer.

Housing experts are predicting that any increase in mortgage rates in 1997 will be more than matched by a rise in property prices. TSB says mortgage rates will have hit 8.25 per cent by the end of the year, pushing homebuying costs up to pounds 30.70 of every pounds 100 of take-home pay - pounds 5.10 more than we pay now. Mortgage broker John Charcol is even more pessimistic and expects mortgage rates to hit 8.75 per cent. But the costs, says leading housing analyst Rob Thomas of City firm UBS, should be more than met by soaring house prices.

Camilla Parker Bowles backed fox hunting by riding with the Duke of Beaufort Hounds, which is also a favourite with the Prince of Wales.
By Lindsey Geisler The Governors Annual Easter Egg Hunt was anything but a sure bet this year. Storms that raged Friday night threatened to continue into Saturday. That would have forced the event to move to a downtown parking garage where candy would have been handed out.
Two of Virginias neighboring states, Maryland and West Virginia–each a longtime haven for outdoorsmen–are taking very different approaches to youth hunting. If passed, this bill will have a devastating effect on recruiting young hunters and the future of wildlife conservation in Maryland, said Rob Sexton, USSA vice president for government affairs. The bill is a deliberate attempt to sabotage the future of hunting. Parents, not the government, are far more equipped to know when their sons and daughters are ready to hunt. House Bill 655 has been referred to the House Environmental Matters Committee in Maryland. The devastating effect Sexton mentions not only damages efforts to introduce youngsters to hunting, but it also will impact the states economy.

All the major brands, from Nikon to Canon and Pentax to Sony, offer point-and-shoot digital cameras. Even Hewlett-Packard has jumped on the digital camera bandwagon. According to Justin Porterfield, manager of the ZCMI Center Inkleys, the cost ranges from $100 to $1,000. One in the $500-price range will get you near single lens reflex quality, he said. According to Allred, most digital cameras have a small LCD monitor on the back that is ideal for composing and reviewing images. It also lets you magnify the images to check for accurate focus and small details. Most digital cameras use compact flash type I memory cards that allow easy downloading to a computer or printer through a USB port on the camera. This allows easy transmission of photographic data to a PC or Mac. Most digital cameras can record movies in AVI format with a duration of up to 30 seconds. The low-quality movies are really for e-mailing and not for television viewing.

Cameras, MiniatureConcealment is often a concern for intelligence operatives using cameras. Sometimes a camera larger than miniature can still be concealedeven when in plain view. For example, the lens cap may be in place, so that observers would not think the camera was even taking pictures, but in reality the operator could be shooting exposures through inconspicuous holes in the lens cap, using a concealed shutter release. Or the apparent lens of the camera might be a dummy, and the real lens could be off to the side, at a 90-degree angle to the apparent lens.

When entertaining outdoors, use candles, glass jars, and fresh cutting for a creative summery tablescape. To re-create this look, begin by gathering cream-colored candles and glass containers in various shapes and sizes. Include one or two large hurricane globes to cover tall pillar candles. Tie a few blades of beargrass around the necks of the jars, and tuck in flowering sprigs of bupleurum or dill. Use floating candles in several of the smaller jars, filling the containers partially with water. Short pillars and votives can rest inside other jars. Scatter the candles along the table, varying the heights. Mix in more glass containers with simple arrangements of dill, bupleurum, and lilies or other seasonal blooms. Beargrass jutting out from tall bottles gives height at one end of the table. You can also use jars for holding the flatware as well as linen napkins. Nestle in stacks of lightcolored plates and bowls, and play with the entire arrangement to create a flow from back to front. Add wine glasses to the tabletop, accompanied by a bottle of wine in a clear ice bucket or sparkling fruit juice in a glass pitcher.

Sharp conducted private demonstration for us in suite, using preproduction Zenith prototype player he said was produced by LG. Prototype was only working Divx hardware sample in Las Vegas, as Panasonic and Thomson showed nonworking mockups on show floor. In demonstration, Sharp scrolled through series of on-screen Divx menus he said proves that Divx is consumer-friendly system. Thomson will have national player rollout in July or Aug., followed by Panasonic month or 2 later, Sharp said. Sharp said hardware from at least 3 suppliers will be available nationally by fall. He also repeated prediction that additional hardware and software partners will sign on with Divx by time system launches nationally.Demonstration discs we were shown were produced by Nimbus, which Sharp described as someone weve been working with during the developmental process, and we would expect them to be doing some of the replication for us. But Nimbus wont be Divxs exclusive replicator, he said. Replicators have stars in their eyes because they look at Divx as an opportunity to generate very significant volumes, Sharp said. They want to see Divx succeed and theyre working very hard to make the economies work for us. He said therell be a lot of Divx discs out there. Based on assumption that traditional video rental store buys one copy of VHS tape and rents it 50 times, retailer will sell equivalent number of Divx discs, he said.As for software distribution, Sharp said that besides video software retailers, were having discussions with people outside the traditional distribution channels, such as grocery and drug chains. He said: Were covering the entire landscape here. However, software wont be available everywhere at start, he said: Were not going to launch with 50,000 outlets carrying the software, just as the video rental industry didnt start with 30,000 rental outlets. It started with a few outlets, and it grew as the market grew.

Five youngsters from Denver, CO, recently were hailed as heroes when they lifted a car from the chest of a man after it had fallen atop him slowly squeezing the air from his lungs. I ran into my house and told my mom to call 911, said Raymond. Then he led his friends over the backyard fence and across the alley to help Lewis. They definitely saved my life because I was losing breath fast, said Lewis, who only suffered bruises and scrapes and did not require hospitalization.
Giant floating cranes yesterday began lifting the last remains of a huge sunken car carrier that has blocked part of the English Channel for 10 months. A salvage team has spent nearly three months slicing the 50,000- tonne Tricolor “like cheese” into nine sections using a special cutting system. On Friday, the eighth and final cut was completed, leaving four huge pieces of the vessel submerged at the site of the wreck, which lies around 30 miles east of Ramsgate, Kent.

The theory is nice: if you mandate banks to report all significant or suspicious financial transactions, you can track funds used to finance terror organisations. If you can track those funds, you can also block them. If you can block those funds, then terrorism will stop because it will go bankrupt. Acting on this theory, the US has put great pressure on Arab governments, particularly those in the Gulf, to `adopt stringent new bank monitoring and reporting standards. There has been no definition of terrorism to reinforce the targets set by the US and its allies, said one Dubai-based commentator. Is there any difference between terrorist acts and economic wars?

GREAT food, cheap wine and an unspoilt landscape make France the most popular destination with Britons for short breaks and longer holidays. JACQUI THAKE takes a trip through the countryside of Limousin. AS we planned the morning hike across the countryside of Limousin our French hostess urged us: “Make sure you wear your baskets.” Confusion turned to hilarity when we realised that baskets in French meant trainers. Anyway, suitably booted for our expedition round the magnificent Lac du Causse in the Couze Valley, we set off in high spirits as the sun had come out at last.
Daimler-Benz yesterday decided not to let its German rivals leave it in the dust in super-luxury cars, approving plans to go ahead with production of a limousine to compete with Rolls-Royce. As Volkswagen and BMW reached a settlement on taking over Rolls brands, Daimlers management board gave the go-ahead for production of the Maybach, which it has previewed at auto shows for the past year. “With the positive decision for the production of the Mercedes- Benz Maybach, we are underscoring once more our claim to represent the absolute top in every market segment,” said Daimler chief executive Mr Jurgen Schrempp.

Just as some animals will offer in courtship a morsel of food, the bowerbird and others make gifts of feathers and flowers and all manner of colorful trifles. There can be tittle doubt that the first tokens of human affection were of a simitar nature and were worn as treasured souvenirs. With the recognition of the intrinsic qualities of shelfs and stones, the evolution of jewely had begun. In the Middle Ages patronage was largely in the hands of the church, and a good proportion of medieval jewelry is of a devotional nature. Not until the second half of the fifteenth century was there an emphasis on the aphrodisian themes of antiquity. The refinement of Italian Renaissance jewelry was a result of the broadly based apprenticeship of artists, which required a mastery of drawing, engraving, chasing, casting, enameling, and niello work. Thus Donatello and Ghiberti became sculptors, Ghirlandaio and Andrea del Sarto became painters, and Pollaiuolo and Verrocchio worked in several mediums, returning to goldsmith work and jewelry at will. The fashion for decorative emblems and badges was taken up with enthusiasm in the courts of Europe during the Renaissance. Both devotional and amorous allusions are common in these decorative devices, which closely echo contemporary jewel work. One of the most charming designs for an emblem shows Cupid rashly pursuing the sweetness of the honeycomb only to be stung by the bees who have made it (Pl. XIII), a poignant allegory of the pleasure and pain of love. The Netherlandish hat badge in Plate IX is an emblem depicting a woman choosing between two suitors surrounded by a motto that can be translated “love is something but money is everything.”

Lubricating OilAlthough there are many types of lube oils to choose from, mineral oils are the most commonly used because the supply of crude oil has rendered them inexpensive; moreover, a large body of data on their properties and use already exists. Another advantage of mineral-based lube oils is that they can be produced in a wide range of viscositiesviscosity refers to the substances resistance to flowfor diverse applications. They range from low-viscosity oils, which consist of hydrogen-carbon chains with molecular weights of around 200 atomic mass units (amu), to highly viscous lubricants with molecular weights as high as 1000 amu. Mineral-based oils with different viscosities can even be blended together to improve their performance in a given application. The common 1OW-30 motor oil, for example, is a blend of low viscous oil (for easy starting at low temperatures) and highly viscous oil (for better motor protection at normal running temperatures).
O IL Control of oil has been intimately linked to broader political, military, and economic objectives. These larger foreign policy concerns have shaped the issue of control and have, in turn, been shaped by it. For example, all the major postwar doctrines of U.S. foreign policythe Truman, Eisenhower, Nixon, Carter, and Reagan doctrinesrelate, either directly or indirectly, to the Middle East and its oil.The history of oil and foreign policy also provides important insights into the relationship between private power and public policy that are crucial to understanding the nature and development of U.S. foreign policy in the twentieth century. Finally, the impact of oil use on the environment has become almost as important an issue as access to oil.

At first look, Eichhorn Jewelry store in downtown Decatur looks like hundreds of other jewelry stores in hundreds of other communities across the country with brightlylit show windows on either side of the front entrance to entice customers. On closer examination, however, its not youre typical jewelry store, it is a very special place. Patrons first impression of the 35 yearold store is “WOW!” One-hundred yearold vertical display cases with huge windows that slide up on the north wall are expertly lit to highlight eclectic groupings of jewelry. Unlike most stores, the main showcases, the ones John Eichhorn started his business with in 1965, are situated in the center of the showroom rather than along the sides and are also antiques. The floor cases are from 1929 when Keller Jewelry was located in the Eichhorn building. The diamond sorting table in a back room is a 100-year-old wooden library table that was left behind by the previous owner of the building who was also a jeweler. From the showroom one can peer down a short hall at the end of the store to the large steel door of the vault where the company places its valuable inventory every evening. The vault used to be part of the First National Bank in Adams County, which was the only one that didnt shut down in the crash of 1929.
Located in the heart of downtown Decatur in a original 1929 stained glass and marble storefront is a shop which stands out from all the rest: Eichhorn Jewelry. A full-service jewelry store, Eichhorns specializes in customer satisfaction. Not only does it offer quality products, it also gives customers quality time, educating them about their purchases. Whether shopping in the store or over the phone, their customers have given them the best referrals. In addition to the areas finest collection of diamonds, gemstones, gold jewelry and watches, Eichhorns offers an extensive collection of unusual colored stone rings, pendants, earrings, bracelets, and estate jewelry.

In the final quarter of 2007, passenger transport saw the largest increase in air transport and the largest decline in city bus transport. Within land passenger transport, the declining trend of bus transport continued. The annual decline in the number of passengers in intercity and city bus transport (-3.9% and -3.5%, respectively) was also similar to the average annual decrease in the last three years (5.9% and 3.3%, respectively). The volume of railway passenger transport in the final quarter of 2007 did not strengthen significantly year on year; the 2.4% growth recorded in 2007 was also only slightly above the three-year average (2.1%). Air transport and airport transport posted vigorous growth in the final quarter of last year (27.6% and 19.6% year on year, respectively). The increases in 2007 (13.7% and 13.3%, respectively) were also somewhat greater relative to the average annual rises in the last few years. In air transport, this also enabled an increase in aircraft fleet (lease of one and purchase of two new aircrafts) and in airport transport, the completion of the first phase of the new passenger terminal and arrival of two new airline companies, which started to fly regularly from Ljubljanas airport last year. Within freight transport, road transport has increased significantly, whereas maritime freight transport is still decreasing slightly, following the boom recorded in this branch two years before. In the final quarter last year, the volume of freight transport by rail decreased by 3.7% relative to the same quarter of 2006, whereas 2007 as a whole saw a solid 6.8% growth, which exceeded the average growth in the last three years (4.6%). Road freight transport strengthened by as much as 19.1% in the final quarter of 2007; the high 13.4% annual growth nevertheless fell short of the annual average of the last three years by almost 2.p.p. Against the background of favourable international trends, maritime freight transport increased by a respective 30.6% and 41.8% in 2004 and 2005, whereas it dropped by a respective 6.4% and 5.2% in 2006 and 2007. The fall in the volume of maritime transport in the final quarter last year (-8.7%) indicates that the slowdown continues. Harbour freight transport in the final quarter and in 2007 as a whole recorded only a slight increase, particularly compared to the high 22.5% growth in 2006 (average annual growth in the last three years totalled 9.5%). Road freight transport by domestic carriers recorded a much stronger increase than railway freight transport over the last few years, largely due to the increasing international transport (see graph). The volume of road freight transport (in tonne kilometres - tkm), which was almost as much as three times greater than railway transport in 2004, increased by 4,728 million tkm until 2007 (by 52.5%), whereas railway transport increased only by 454 million tkm (by 14.4%). In three years, road freight transport became almost four times greater than railway transport; the share of road transport within freight transport rose to 79.2%. Road transport growth strengthened particularly after Slovenias accession to the EU and mainly through increased international transport (see SEM 1/2008: 14). The largest increase was recorded in cross-trade transport and cabotage, by 2,161 million tkm (by 155.2%). International transport of goods loaded in Slovenia increased by 1,323 million tkm (by 49.4%) and international transport of goods unloaded in Slovenia by 937 million tkm (by 35.1%). National road transport in Slovenia increased by a mere 306 million tkm (by 13.5%).
Within freight transport, railway transport rose substantially, while maritime transport dropped by a fifth. Transport of goods by railway surged by 14.9%, and the growth of road freight transport remained strong at 7%. The rapid expansion of land transport is explained by the robust domestic GDP growth and the high increase in harbour transport (10.6%). Roughly in the middle of 2006, the global growth of maritime transport eased off, which led to several quarterly decreases in the volume of this form of transport, including the first quarter of 2007, when the volume of Slovenian maritime transport fell by 19.9%. Over the past three years, the volume of road freight transport enjoyed the highest growth (by more than 50%) within freight transport (railway transport rose by 13.8%), while harbour and maritime transport rose by over 30%. Road freight transport is the main transport activity within the transport, storage, and communications sector, which has also seen the biggest expansion in the last few years. In 2006, the three main transport activities within the transport, storage, and communications sector were road freight transport, which employed 35.8% of workers in this sector, railway transport (15.2%), and the shipping industry (6.6%; both companies and sole proprietors are included, and the latter are also counted as employees). The corresponding shares of value added generated in these three branches are 23.3%, 12.0%, and 6.3%. Looking at the structure of workers employed in transport activities within the sector in 2003-2006, the highest increase of 3.2 p.p. was recorded in the share of road freight transport, while the shares of railway transport and shipping declined by 1.3 p.p. and 2.2 p.p., respectively (a similar direction and intensity of changes was also observed in the structure of value added; see graph). The number of employees in the transport segment of the transport, storage, and communications sector rose by 2,053 to 39,028. In 2006, road freight transport employed 18,807 workers, 2,425 more than in 2003. The number of workers in the forwarding industry fell by 950 to 3,445, while the number of railway workers declined by 326 to 7,985. The decline in the volume of the forwarding industry was largely caused by Slovenias entry to the EU. Data regarding both the volume of transport and the size of the activity are unfavourable in terms of sustainable development, since cargo is still largely being moved from railways to roads, rather than the other way around.

Buying a home is often the largest purchase decision a person will make. It is therefore not surprising that the use of home inspectors is increasing as buyers seek to confirm the physical condition of their purchases. Home inspectors, however, have often been referred to as “deal killers” by real estate licensees because they have, on occasion, been responsible for stopping a sale of residential real estate that would have otherwise been completed. More recently, however, licensees are viewing home inspections somewhat differently. Instead of perceiving home inspectors as a potential source of reducing a real estate licensees income, licensees are viewing them as a way to increase future sales and reduce potential liability on the buyer side of the transaction. This study examines the role that home inspections play in the residential real estate home buying process. To date, no study has considered this impact on the sales process. Furthermore, the performance, process and other characteristics of those sales agents that have been involved with a home inspection in the residential sales process are unknown.
The Apartment Association of La Crosse Area Inc. has unanimously passed an alternative to the proposed rental inspection/ licensing ordinance. The proposal calls for the inspection of “owner-occupied dwellings” - which includes single-family homes - as well as rentals.”To me there is a difference between what someone does in their home that they own and what a landlord does in a property (where) he is taking money to provide a place that is clean and safe,” said La Crosse Common Council member Charles Clemence, committee chairman. “If you make your own wine at home, thats one thing. If you make it for sale, there are other rules. If youre doing something as a business, thats different than doing for yourself.”

The growth of construction activity was the in 15 years. This robust growth was again driven by the construction of motorways, in addition to the pick-up in the construction of non-residential buildings, which reached its highest level since 1999 The value of construction put in place surged by 15.3% over 2005. Growth in civil engineering totalled 16.8%. The construction of buildings rose by 14.0%, within that, non-residential construction was up 17.7% while residential construction increased by 2.6%. Based on detailed data about the issued building permits we estimate that the construction of wholesale and retail trade buildings and hotels picked up last year. In interpreting the data on the value of residential construction put in place we note that these figures exclude the activity of smaller companies (see the note under the table), in which, in our estimate, the construction of buildings is the main activity. The number of workers in the construction sector rose sharply in 2006, especially in the final quarter. The number of people employed in construction was on average 7.5% higher in 2006 than in 2005. In the fourth quarter alone, it increased by as much as 9.7% over the year before The number of employees by activity rose particularly in building completion, in the latter pari of the year it also increased in general construction In lerms of employee status, the number of individual private entrepreneurs and their employees rose the most last year. The number of planned dwellings and the total planned floor area of buildings continued to increase in the final quarter of 2006. The planned floor area of new buildings and extensions was 27.5% higher than in the same quarter of 2005 (43 8% for non-residential buildings and 16.9% for residential buildings) In 2006 as a whole, the total floor area of the planned buildings increased by 35.8%. within that by 19.7% for residential buildings and by 56 0% for non-residential buildings The building permits issued last year were granted for the construction of 8.260 new dwellings, which is 19.6% more than in 2005 and 47.0% more than the average of the previous seven years (since these data have been available)
After the robust growth in 2006, construction activity posted even higher growth rates in 2007. The value of construction put in place surged by 18.5% over 2006. Activity in civil engineering increased by 24.7% as a result of the construction of transport infrastructure. The construction of buildings grew by 15.5%; within that, non-residential construction was up 20.2%, whereas activity in residential construction decreased by 0.9%. Based on detailed data on issued building permits, the vigorous construction of hotels appears to have continued last year, probably along with the construction of wholesale and retail trade buildings. In interpreting the figure on the value of residential construction put in place we should bear in mind that these figures exclude the activity of smaller firms (see the note under the table), where the construction of buildings is the main activity. Stronger growth was partly linked to favourable weather conditions, especially in the first half of the year. This is corroborated by the business trends regarding the limiting factors in construction. The share of firms that reported bad weather conditions as a limiting factor was much lower in the first half of 2007 than in the previous year. The weather was also more propitious than the year before in the third quarter, but it was less favourable in the fourth quarter, which affected growth in the latter part of the year. The growth in the number of employees increased further last year. In 2007 the number of people employed in the construction sector was 11.3% higher, on average, than in 2006. The number of workers by activity rose particularly in building completion; in the latter part of the year it also increased in general construction. In terms of employee status, higher growth rates were recorded in the number of sole proprietors and their employees.

CURBS ON the import of cut-price cars built outside the European Union are to be abolished, the Government announced yesterday. The move could allow up to 55,000 “grey imports” into Britain next year from Japan and other parts of the Far East. The present single vehicle approval scheme limits grey imports to 50 cars per model. From March next year this will be raised to 1,000 and thereafter increased by a further 1,000 each month until January 2001, when the limits will be abolished altogether. Grey imports are, on average, one-third the price of EU-built cars cars but manufacturers have warned that, since the cars are not imported through franchised dealers, buyers could have difficulty getting spare parts and getting them serviced. The Society of Motor Manufacturers and Traders gave the move a cautious welcome butsaid consumers needed to know what they were buying.
Sir: The RAC would be delighted to see more car sharing on non- tube-strike days (Letters, 31 July), however, our research shows there is a problem with the “Not in my front seat” syndrome. Our surveys suggest that car sharing is a good idea for everybody else but when it comes down to it the NIMFS mentality wins the day. For car sharing to work on a wider scale we need more incentives such as “high occupancy vehicle” lanes, preferential office parking for car sharers and a change of attitude. When I walk to work on the next strike day with a sign for “Trafalgar Square” hopefully some drivers will overcome the NIMFS syndrome and give me a lift.
The British motor industry exported more cars than it sold at home last year for the first time in its history. However, the industrys trade balance remained in the red as imported cars took 62 per cent of the 2,025,450 new cars sold in 1996. The surge in exports, fuelled by increasing production at the three Japanese transplant factories in Britain, helped lift total car output to its highest level since 1973. At the same time, official SMMT figures showed that the new car market broke back through the 2 million mark for the first time since 1990. The total of 2.025 million was 4 per cent up on 1995 and the third-highest on record. Ernie Thompson, the SMMTs chief executive, forecast that sales would rise by a further 25,000-50,000 this year despite possible jitters among private buyers in the run-up to the general election. By 2000 the SMMT is forecasting sales of 2.2 million and annual production of 2 million, enabling the industry to wipe out its long-standing trade deficit. In 1995 the industry was in the red to the tune of about pounds 5bn. The rise in output will be partly driven by increased production from Toyota, Nissan and Honda. Toyota, for instance, will start production of a second mid-sized Corolla model next year at its Burmaston plant in Derbyshire. However, British manufacturers are also gearing up to raise production, with Jaguar launching the X200 model from Coventry and Rover preparing to start manufacture of a new small Land Rover, code-named the CB40, at Solihull. The sharp rise in imports from 59 per cent of sales in 1995 to 62 per cent was driven by strong sales to private buyers of models such as the Fiat Bravo and Punto, the Megane and Clio from Renault and the Volkswagen Polo. The three European manufacturers all increased their market share last year at the expense of UK-based manufacturers. Fords market share slipped below 20 per cent for the first time since 1971 while Vauxhalls share fell from 15 to 14 per cent and Rovers from 12 to 11 per cent. The SMMT expects the importers share of the market to remain above 60 per cent this year. However, it said that export production was increasing at twice the rate that imports were rising, meaning an overall reduction in the trade deficit. Last year Britain shipped about 890,000 cars overseas and imported 1.26 million cars. This year imports are expected to rise slightly to 1.28 million while exports are forecast to remain around the same level. Separately, the SMMT said it would press the next government, Conservative or Labour, to introduce financial incentives for car owners to scrap old, environmentally unfriendly models and trade them in for new cars. FORT LAUDERDALE, Fla., May 13 /PRNewswire/ — Those investing in a home theater system want the best performance possible, and cable quality is fundamental in how well — or poorly — a system will produce audio and video outputs. But, buyer beware: often the cables boxed with home theater components are not the best for optimal system performance. And, while its tempting to re-use old cables to hook up new equipment, this is one sure-fire way to degrade a home theater systems performance. So, whats a less than cable-savvy home entertainment buff to do? Below, Holstein offers some quick tips regarding home theater audio, video and speaker cabling and wire:
High-end technology is about to get even better. Reclining in the technowomb of a high-end home theater with remote control in hand, its hard to imagine how things could get any more cutting-edge. Even consumer-grade home theater components bought at Best Buy can deliver relatively impressive results, but todays state-of-the-art home theater is a far more extraordinary -and expensive -beast. A high-end home theater, flexing seven channels of high-powered audio (at least 200 watts per channel), matched speakers, a top-notch, stand-alone surround sound processor, an outboard video processor, numerous source components, top quality interconnects, and comfy seating-installed by a certified professional-can drag you well into six figures. But dont flinch at the price, because in this exalted range you can expect to get what you pay for.
The phrase “home theater” used to be only a dream for most people, but the number of home theaters is growing. A theater-style setting would include speakers behind the viewers as well as in front, and a sound system sophisticated enough to provide separation from side to side and from front to rear. The intangible factor is the size and shape of the room; its easy to buy the wrong equipment for the setting. ONeil cites statistics showing that only about 7 percent of homes currently have home theaters, but that figure is expected to skyrocket to around 60 percent in the next few years. The Sony Showcase has nine different home theater displays set up in the store, at 4800 West Saginaw.

Foot fault LAutre Pied 5-7 Blandford Street, London W1 (020-7486 9696) It was Kevins choice to go to LAutre Pied. Hes an admirer of Pied Terre, that two-Michelin-starred temple to exquisiteness, and was curious to try this, its new, less formal, sister restaurant. Actually, make that little brother. The head chef, Marcus Eaves, is only 26, and until recently worked as sous-chef to Shane Osborn at Pied Terre. Wisely deciding to keep his talents within the organisation, his employers have given him a stake in this new venture, housed in a Marylebone location that was until recently the modern British restaurant Blandford Street.
So Divo it is then, which is in one of those wonderfully grand, cream St Jamess buildings although you would not know it from inside. Inside it is velvet-blue curtains that arent so much swagged, as super-douperswagged. (Trust me, my dears, you have never, ever seen such swagging. ) And thence forward it is vast chandeliers, gilded candelabras, swirly carpets, ceramic knick-knacknoos, the occasional starey-eyed doll, a smattering of blue and white pottery and various dining-rooms: one ragrolled (trust me, my dears, you have never seen anything so Eighties), one with birds and flowers painted on the ceiling and one which, as it happens, appears to be hosting a group of rather glamorous young women. There is also a very big flat-screened telly showing picture postcards of the Ukraine, as the local office of a tourist board might do, and which would be a nice touch if only it were. If pressed, I would say it had been funded by the sort of big money which imagines that the Eurovision Song Contest is classy. If unpressed, I might even say much the same thing. Im early so I settle at the bar, which would be a modest structure if only it werent an enormous wooden canopy brightly decorated with a mural detailing Ukrainian folk scenes. The barmen wear red shirts and super-tight black trousers but thats OK, because they have nice, fruity bottoms and I do like a nice, fruity bottom. My barman is Polish and when I ask who the group of glamorous young women are, he says, They are from fashion.
Once you get a taste of real Greek food, youll forever be in search of your next spanakopita (a savory pie of eggs, spinach, onions and feta cheese topped with phyllo) or moussaka (layers of baked eggplant and lamb) fix. And you wont have to travel to Athens to satisfy your yearnings. There are several eateries here that dish up excellent Greek treats. “Our customers said, Hey, youre Greek. Make us some lamb, ” Telly Topakas said. “So slowly we evolved the menu to have more Greek options with less emphasis on the bar.”

E-commerce today is enjoying the fastest growth rate of any business sector because, among other things, it is fast, convenient and cost-effective! Consider just a couple of examples I heard a consultant from Arthur D. Little present recently on CNBC: 1) A typical banking transaction, which costs one dollar, will only cost one cent when conducted over the Internet! 2) A typical brokers transaction, which costs $150, will only cost $6 when conducted over the Internet! Do you wonder why e-commerce, which is a direct result of Internet marketing, is experiencing explosive growth?

Property management issues may seem mundane and boring to the man on the street, but they are mission-critical to property owners and managers. As in other competitive environments, property management requires execution efficiency. Its crucial. The difference between profit and loss can come down to issues as simple as mistakenly paying vendors twice or gaining a poor reputation because of unmanaged maintenance issues. With the right software, even a small staff can stay on top of everything. A good software package gives them the freedom, flexibility and power to best the competition. For example, an application like prospect tracking can keep an occupancy rate significantly ahead of a rival apartment complex right down the street.
Last December, legislation prohibiting large banking conglomerates from entering into property management and real estate brokerage was introduced to both the House and the Senate. The bill, The Community Choice in Real Estate Act, comes on the heels of efforts by the Federal Reserve and Treasury Department to allow financial conglomerates to own and operate real estate property management and brokerage firms. * Providing residential and commercial property management services for third parties * Management of owners associations for condominiums, cooperatives, planned unit developments and commercial projects

WHATS NEW AT SARS? Section 67A, which was introduced into the Income Tax Act in 2004, requires all natural persons that provide advice or assist with the completion of tax returns, apart from certain exclusions, to register with SARS by 30 June 2005. The draft Regulation of Tax Practitioners Bill has been published on the SARS website.
2005 TAX RETURNS SARS has recently conducted a number of workshops around the country to address the completion of the 2005 tax returns. Some of the important issues to be considered when completing and submitting these returns are as follows: Taxpayers who have not received their tax returns by the end of May 2005 must request a reissue as SARS will not accept photocopied returns. Until 8 July 2005, taxpayers may obtain reissues of any tax returns over the counter at any SARS office.

> Disability RMS, one of the nations leading provider of turnkey disability risk management products and services, has announced that it has filed a patent application with the U.S. Patent and Trademark Office. The patent is for its new group long-term disability funding solution, Premium Share. With Premium Share, Disability RMS can offer employers a way to control annual disability insurance premium costs, which enables employers to then offer the same level of disability coverage to employees year to year.
At some point in a working life-time, one in three Americans suffers an accident or illness that results in loss of income. Few have adequate long-term disability policies to protect.”The lack of disability income insurance policy is the biggest gap in most financial portfolios,” says Jonathan Pond, a Boston financial planner. Some companies offer short-term disability insurance that pays a benefit for 30 to 90 days. Others offer an accidental death and dismemberment policy that pays a flat sum if you lose an arm, a leg, or an eye.

During off hours at this years convention NWSA attendees will tour an island packed with sandy beaches, tropical rainforests, and spectacular rocky cliffs. When Captain Jean Francois de Galaup de Laprouse became the first foreigner to step ashore on Maui at Makena in 1787 he found a land of incredible natural beauty– an untouched world 2,500 miles away from the nearest continent where life had arrived by wind, wing, water, and chance over thousands of years. They can experience endless natural wonders such as seabirds that burrow underground to nest, tree snails with shells like Christmas ornaments, and plants like silvery spheres that thrive on the moonscape of a volcanic crater shooting stalks of flowers eight feet into the air.
Parent Darden Restaurants Inc. here said 650-unit Red Lobsters same-store sales fell 5 percent for the five weeks ended July 2.

ONE OF THE KEY FACTORS TO BECOMING SUCCESSFUL IN MARKETING IS OBTAINING EXPERIENCE IN THE FIELD, NOT JUST STUDYING THE KEY COMPONENTS OF MARKETING THEORY AND PRACTICE. Baylor University was the first university in the United States to offer students a degree in professional selling, and it continues to be a leader among professional sales programs throughout the nation. In the competitive arena, Baylor students have proven their merit by winning more National Collegiate Sales Competitions and North American Sales Cup Competitions than students from any other university in the world. Opportunities include hands-on training in a sales lab, a variety of exciting internships, exposure to the very latest teaching techniques and a remarkable mentoring program alongside several successful leaders in the sales industry.
To be successful in business, its imperative to know who the customer is and how they perceive your products and services. This sounds elementary, but the concept is actually complex. Great Lakes Marketing can help businesses identify who a companys customers are, where they are and their desires. The company has experienced 30 percent growth for the past few years and has nearly 100 employees. Dixon says their progress can be attributed to hiring excellent professionals. It has also been helpful to gain contracts with the federal and state governments which have led to other contracts with private manufacturers and pharmaceutical companies. Market research is a way to collect, analyze and interpret information to make better decisions. Businesses uses the statistics gathered to reduce risks, improve existing products, identify new opportunities and areas for improvement. Dixon says, “Improved products and services today are a direct result of corporations talking to customers. Nothing beats learning about your product or service through the eyes of your customer.”
